what is the metal bar under the front og of the seat for? Does the seat tilt, change height?

Does this chair (Ozzero Leather Home Office Chair) match with the Chella Executive Desk? If so, what color leather (black or brown) is best? If it doesn't match what chair do you recommend to go with this desk?
